West Harris County Municipal Utility District No. 9 is located north of Beltway 8 and US 290 along White Oak Bayou. In 2007, EHRA worked with the District to create a comprehensive Parks Master Plan, which included recommendations for the development of over two miles of hike/bike trails adjacent to local streets, and within flood control and utility pipeline easements. The District began implementation of the Plan by prioritizing the beautification of West Road, a major arterial street that runs through the District. EHRA assisted the District with all three (3) phases of the project. The first phase was the addition of a stone wall along the corridor to help unify the District’s identity. The second phase included sidewalks. EHRA assisted the District with the final phase, which was addition of over 35 native trees, 1,500 native shrubs and 3,500 native perennials to beautify the corridor. EHRA also provided coordination of the alteration of four (4) separate irrigation systems along the corridor.
