Robert D. Atkinson, Jr., PE

Associate Principal | Senior Vice President | Practice Area Leader - District Services

From a young age, Robert was around civil engineering—as some of his family members worked at EHRA Engineering. However, he received his Bachelor of Science in Aerospace Engineering from Texas A&M University in 1982. Robert went to work in the civil engineering field after graduation just like his family had done. Today, Robert is the Senior Vice President and the Practice Area Leader for District Services. Robert has great knowledge in managing Municipal Utility Districts. EHRA was one of the original creators of the Municipal Utility District concept in the 1970’s. Outside of work, Robert enjoys flying airplanes, camping with his family in their RV, and traveling the world.

Enhancing Communities With District Services

EHRA Engineering was one of the original creators of the Municipal Utility District (MUD) concept in the 1970s. So it is no surprise that today, we are still heavily involved in the engineering and construction of these facilities. As these facilities mature, regular maintenance and refurbishment are vital services. EHRA plays an important role in forecasting which services these District facilities will need to remain functional and best serve people in their areas.

Utility District planning involves integrating all aspects of facility rehabilitation, parks and recreation, roadway repairs, sanitary sewer and water line rehabilitation, in addition to coordination with all governmental jurisdictions. EHRA has the experience needed to balance asset needs with cost so District facilities can meet the demands of local communities with budgets that make sense.

As a MUD Director, I have worked with EHRA for over a decade and found the depth and breadth of expertise of Robert Atkinson and the other staff at EHRA to be first-rate. They are an invaluable resource for MUD 127, easy to work with, and have seen the District through a variety of challenging projects in which answers are definitely not black and white. Managing the sometimes-byzantine machinations of government and the public sector requires a great deal of knowledge, judgment, finesse and persistence, and I know I can count on EHRA’s partnership every step of the way.

Maureen Herzog, President, Harris County Municipal Utility District No. 127
