This project was the second phase of parks implementation outlined in the District's Parks Master Plan, which was completed by EHRA in 2007. Utilizing the site of a recently demolished former wastewater treatment plant provided an opportunity to create a passive park space for District residents.
EHRA worked with the District to create a comprehensive Parks Master Plan, which included recommendations for the development of over two miles of hike/bike trails adjacent to local streets, and within flood control and utility pipeline easements. The District began implementation of the Plan by prioritizing the beautification of West Road, a major arterial street that runs through the District.
The purpose of this project was to convert the existing at-grade crossing of Brazoria County Road 56 (CR 56) and State Highway 288 (SH 288) into a diamond interchange that includes a new overpass bridge and providing access to the newly developed Meridiana Development. Coordination with TXDOT, area landowners, utility companies, and Brazoria County was integral in obtaining approval and acceptance of the project. The main design challenge for this project was to accommodate double intersections on the west side of SH 288 to tie into existing access roads with two-way traffic and a new southbound on-ramp within a close proximity. EHRA coordinated with TxDOT throughout the project from preliminary concepts for the intersection and bridge through final design and construction. Each component of this project was designed in accordance with TxDOT standards and criteria.
EHRA designed an expansion that implemented the installation of a new triplex lift station operating in conjunction with the existing duplex lift station.
Identified as a top priority during the development of the District’s Parks Master Plan, this portion of trail was the first phase of over two miles of planned trails to provide connectivity and recreation for District residents.
EHRA Engineering is proud to announce the addition of two distinguished professionals to its ownership group—Paul Anderson, PE and Camaaron Jackson, PE. The addition of both Paul and Cam as shareholders marks an exciting chapter in EHRA Engineering’s journey as their leadership, experience and commitment continue to propel the firm forward.

Paul brings more than 23 years of leadership and management experience in the development of critical water and wastewater infrastructure projects for the Greater Houston region. Over the past decade at EHRA, he has led the Water & Wastewater Facilities team with dedication, overseeing the design and management of water, wastewater and stormwater drainage systems.
As a leader, Paul’s technical experience, combined with a commitment to guiding others, has made him a respected voice within the firm and the industry. Becoming a shareholder reflects the impact he has made and will continue to make at EHRA.
As Paul’s leader, Managing Senior Principal Jared Bowlin, PE said, “Paul Anderson’s leadership within the Facilities service area is a true testament to why the team is growing so successfully. His experience and knowledge will help the team continue to provide exceptional service to the clients that EHRA Engineering has partnered with.”
“Paul’s decades of respected experience in water and wastewater treatment plant design and construction, along with his exceptional leadership insight, adds tremendous value to the team. Having Paul as a fellow business partner gives great comfort that the firm’s ownership will remain in capable, stable and sage hands moving forward into the future,” said Jim Russ, President & CEO of EHRA Engineering.
Camaaron Jackson, PE
Since joining EHRA nearly seven years ago, Cam has brought 11 years of experience to the firm. As a proud Texas A&M graduate, he is deeply engaged in the industry, serving as a member of the Houston Chapter of the American Council of Engineering Companies (ACEC) Design Standards/Plan Review committee.
Beyond his technical contributions, Cam is passionate about mentorship. His dedication to guiding young engineers and fostering their growth exemplifies the values EHRA holds at its core. His influence extends beyond projects—shaping the next generation of engineering professionals and strengthening EHRA’s foundation for the future.
“As one of the Firm’s newest, and youngest, shareholders, we welcome, and truly embrace, Cam’s energy, enthusiasm and passion for his profession,” said Jim. “We are all truly excited for what the future holds as Cam, along with his other fellow shareholders, pioneers carrying the baton of continuing the legacy as the next generation of shareholders of EHRA Engineering.”
Reflecting on Cam’s achievement, Managing Senior Principal, Blake McGregor, PE said, “Since the day Cam joined EHRA, I have watched him consistently continue to grow as an engineer, manager and leader almost every day I have known him.
